		<description>I would say unless a municipality has a terrible treatment facility or a combined-sewer-overflow (CSO) system (where sewage and stormwater are mixed and can overflow directly into natural bodies of water) then sewers are better for the environment than septic tanks. 

No matter what the engineering, septic tanks are allowing untreated waste to seep directly into the ground. Their usage is often only a function of not being able to connect to a municipal sewer. 

One of the best solution is a constructed wetlands: a system that uses a combination of holding ponds and natural plants to actually remove toxins from wastewater and purify its contents. Though rather new and sometimes difficult to receive permits for, they have been proven to work.</description>
