Who doesn’t want cleaner air and less dependence on foreign oil?
Still, it makes sense that California voters didn’t want another bureaucracy.
What about something like the nu-NRG Plan at http://www.nu-nrg.org, that has all the same benefits but is more fiscally responsible?
