DoD lawyers and all the lawyers in the House and Senate put this legislation together in tough negotiations with the Whitehouse (this is not &quot;Bush&#039;s Torture Bill&quot;) to enable DoD to (a) comply with the Supreme Court&#039;s Hamden decision (which unfortunately gives U.S. Constitutional rights to foreign criminals trying to kill us); and to (b) help DoD deal with the very bad actors in Gitmo, rather than just putting them on ice for the next decade. &lt;BR/&gt;&lt;BR/&gt;The types of Americans who should be worried here are those who give up their citizenship, join al Quaeda, and start shooting our folks or building bombs for busses. But really, they have nothing to worry about. Just wait until this tribunal tries, convicts and sentences somebody to death. The ACLU lawyers will cover Gitmo like snowflakes.</description>
